A dual sockel i5000x intel mainboard cost from "only" 500 to 650 USD
But also expensive Server special RAM is needed
check here for some workstations...
But normal Quad Core is still a option ^^
But keep in mind to wait after CeBit, because traditionally there new stuff hits the Market and other "old" stuff get cheaper
A cheaper AMD (Quad???) system may be an option at this Time...

I have had great results in my render "farm" (hey, it's growing) with Core 2 Duos, and am looking to pick up the quad core version this fall (it's out now, just ridiculously overpriced.
My E6300 was $180ish, it overclocks like mad, and is about 5/4ths the speed rendering indigo, clock for clock, as my (server) Opteron box (Opty 165).
Pick up 2 gigs of RAM.
Video card - anything is fine, really. Don't let anyone fool you into buying high end - for Blender/Maya/3ds/etc, a mid range card will be fine. Seriously.
You can build a kick ass Indigo render box for about $500 (yeah, prices are higher over there, though) - I know, because I have recently.
Don't bother with a license for Windows - Indigo renders fine in Wine under Ubuntu.

or a onboard GPU solution.

you should get 3 such rigs each for about 550€ to 600€ for a total CPU power of overclocked 3x dual 2.68GHz totally 16GHz power!!!!!1!
no keyboard & monitor needed, control your Renderwhores via software remote control on your old rig...

And if you chose your mainboard wise, you can upgrade them all 2 years later to "old" quad core CPU's for low money and about 25GHz CPU power

180 for the cpu, 40 for a nice fan, 40 for a case, 2gigs is 200, cheapo board & gpu 110, thats 570us, which (if i remember right) is 440€, which will get you 4 of them. 3.38gh x 2 (per core) x 4 (machines) is a theoretical 27ghz rendering power off the bat

use a live CD of knoppix & a flashdrive & you save yourself from buying a HD. or if you want a HD, install linux on it from your old machine so you dont have to buy them CD drives.
