What was the topic already ? Oh yes... I still prefer a material/model oriented solution.
Imagine that two objects share the same sss mat and the same mesh, but one is underlighted. You want then the model (xml wise) to be more sampled, rather than the material or the mesh itself: in both cases the sampling will remain proportional, that is, uneven in the proposed situation.

However, I'm afraid only Ono can tell if it's technically possible in Indigo according to it's internal algorithm. I mean, according to you Ono, would it be efficient in terms of time saving to priorize regions in which Indigo would trace more paths ?
And, another pertinent question : are you interested by doing this ?
