How to model a blister package
Well I have not used Wings for some time but just from curiosity I downloaded latest version and was able to create something in 2 min. Seriously.
1Create the cube, scale it so it looks like the base of the package (very thin, and a bit longer than wide).
2. select shorter edges and hit "C"
3. select the longer edges (including the newly created) and hit 4 (5 or more - depends how many you want in a package) and then "C"
4. select the top and bottom faces and use "Inset"
5. Select the top inside faces and Extrude by normal (Separated not Region)
6. Hit "L" (that will select the edges around the top) and use bevel
7. switch to Face selection and Hit "+" until you have selected all "bubbles"
8. Hit "L" again and use bevel again.
9. Select the bottom inside faces (created in Step 4) use inset again.
10. Raise the selected faces a little bit up.
11. Switch to object selection mode and use "S" until satisfied.

PS: I added couple more cross sections across the "bubbles" before using "S"

Your best bet is blederartists.org though, it's got a user base of over 17000+ members so you're bond to get some help there. Following the Wikie Blender noo to pro would probably help also. There are plenty of basic tutorials out there, even if you don't complete them you'll surely learn from them anyway.

Nice. One quick question though, how did you make the opening of the bubbles the same shape as the bubble itself? Whenever I do it, the opening is a different shape. The bubble looks like how it should, kind of a smoothed rectangular shpae but the bottom is always circular.
