I think shaders are more important for have parametrics material, layered material and also, integrate material can be an easy way after to add more shaders like sss or fog or other things, because it'll be a strict code... to have a new material like sss, oki put it as shaders...etc...etc... I work all time with mental ray and shaders are really really imrportant... all you need (alpha mapping, sss, layered material , fog) can be done in shaders...

Shaders would be most important
If this poll is to help decide where to spend time programming the shaders would end up being the most important. With the right shader functions and tools SSS could be done as well as the alpha textures. If the shader language is capable enough it can even do things the renderer could not.
As an example in a renderman engine with out GI but with trace a shader could be written that did the GI.
For me the next thing beyond shaders would be a development library version that could be used in c++ or python or standalone. Loops and instances are very valuable in 3D work. An example of this is POVRay's SDL. I would prefer OOP though.
