Should be able to do this using a transparent specular material with some SSS turned on slightly, and also using a IOR of a little above 1.0 (only a small amount above)

Usually plastic has something like 1.4-1.5 ior, I very much doubt it that there's such a discrepancy on plastics... it can be due to the depth of the object, being thicker or thiner I suppose
