Enviroment map sugestions

Who can i set up enviroment map, for my render, What emission values should i set, becouse my scene is dark, and if i try EV adjust it, or FILM ISO enviroment get white.. Any sugestion would help.. Thanks a lot..

That is how cameras work :/
Using Reinhard works around that, since it simulates human sight in a certain way.

Also the problem in your HDR image is that it isn't "dynamic enough"!
If there would be enough dynamic the sun area would be so freaking bright, that only this area would be blown out and emit enough light to lit your room without the need to raise overall HDRI brightness and set the "city scape" to white too.

A workaround would be to paint some Sun on your HDR in GIMP or PS, that has some big boost in brightness (not to small btw. for better PT performance and not to sharp shadows)
