hdri as environment vs emitter power

Hello all. I wanted to make a scene with nice dusky atmo and emitters inside of them room but i stuck on one problem i found.
Using HDRI as environment is "overwepowering emitters" ? I tried to set HDRI`s exposure in photoshop to low values and set indigo`s light layer power to very low value too but it doesnt helped. Here are images.
Here is the simple environment color vs 3x60W + 1x 100W emitters. Everyting works like charm - meaning in ratio of power of enviro/emitters Here is the hdri + same wattage for lamps Hdri OFF in light layers Same HDRi in Maxwell + same wattage for emitters
